Downtown Jacksonville housing developer asks city for more help …

For several years, two premier apartment complexes, The Carling and 11 East Forsyth in downtown Jacksonville , have been operating at a loss for Vestcor Cos. The developer is now asking the city for some help. BOB SELF.
